  2. I think that it is important to get out of debt, but the question many people need answered is "how?". Marcbrown commented with many great suggestions. If a debter has a structured settlement, then they can find a structured settlement purchaser. If they do not, then they can try techniques like "snow balling." There are various ways to get out of them. None of them are going to be quick fixes, but they will help.
